[The Chosun Ilbo] Government Appoints 10 Non-governmental Members for Special Committee for Innovation Growth Engine… “A New Cross-Departmental Control Tower”

Jul 30, the government announced the appointment of 10 new non-governmental members of the Special Committee for Innovation Growth Engine, under the Presidential Advisory Council on Science and Technology.

The Committee is under the Presidential Advisory Council on Science and Technology, established according to the Presidential Advisory Council on Science and Technology Act. It consists of Vice Minister of Science, Technology and Innovation of the Ministry of Science and ICT (serving as Committee Chair), 10 government officials from various ministries, and 10 non-governmental members.

New non-governmental members are individuals with policy-making experience and expertise in fields of academia, research, and industry. Taking into account the continuity of policies, 2 previous non-governmental members have been appointed consecutively. For the balance and diversity of the Committee, the ratio of female members has been increased from 1 out of 9 members to 4 out of 10 members, and members from non-capital areas have been added.

Newly appointed members will be serving the Committee for the next 2 years, contributing various opinions of academia and industry on government policies.

 

Ministry of Science and ICT announced that the new Special Committee will be serving a broader role than its predecessor ‘Special Committee for Future Growth Engine’, in addition to strengthening the role of non-governmental committee members. It will work as a cross-departmental control tower for developing innovation growth engines.


The former ‘Special Committee for Future Growth Engine’ only served as a deliberative organization, discussing plans related to growth engines and their performance results. In contrast, the new Special Committee for Innovation Growth Engine will be performing a broader role including researching new areas, reorganizing implementation systems, and examining government plans to improve regulations, thereby expanding and coordinating its functions in accordance with the increase and systemization of the range of growth engine-related tasks.

Also, non-governmental members will be participating in planning and inspection, and discovering new areas of research, as well as presenting the results of pre-evaluation of each item at Committee meetings. Kwang-jun Ryu, Director of Science & Technology Bureau of Ministry of Science and ICT, commented that “we will support non-governmental members so that their opinions will be reflected in the Committee.”

Governmental members include 10 department heads from Ministry of Science and ICT, Ministry of Strategy and Finance, Ministry of the Interior and Safety, Ministry of Culture, Sports and Tourism, Ministry of Health and Welfare, Ministry of Land, Infrastructure and Transport, Ministry of Oceans and Fisheries, Ministry of SMEs and Startups, and Korean Intellectual Property Office. Appointed non-governmental members include Prof. Jung Mi Oh of Seoul National University College of Pharmacy, Prof. Kyong Su Yi of Seoul National University Dept. of Mechanical and Aerospace Engineering, Prof. Kiyoung Lee of Seoul National University Graduate School of Public Health, Prof. Hyunjung Lee of Kookmin University School of Advanced Materials Engineering, Senior Vice President Bongtae Kim of Electronics and Telecommunications Research Institute’s Future Technology & Strategy Research Laboratory, Department Head Min-hye Lee of Korea Local Information Research & Development Institute Dept. of Smartcity Planning, Vice President/CTO Kim Dong-Seop of Shinsung E&G, Head Director Dr. Jong-Gyun Kim of Yuhan Corp., CEO Jae-geun Song of Ucon Systems, and Director Jeong-Mi Tak of Hyosung ITX.
