The GLM Wind Tunnel is an auxiliary enterprise or self support unit of the University of Maryland College Park, a status which has been in place since the opening of the laboratory in 1949. The activities of the GLMWT must recover all costs including staff, student activities, maintenance, development, instrumentation, and building related costs.
Dr. Barlow has succeeded in managing this unique arrangement through acquiring an appropriate combination of support for research and advanced engineering activity. Approximately $18,000,000. in funding has been secured during Dr. Barlow’s years as Director, many students have been supported, an outstanding staff has been maintained, and the laboratory physical facility has been maintained and continually updated to retain its status as an ongoing state of the art subsonic aerodynamic laboratory
