5. 내 용 : The problem of air pollution from motor vehicles is becoming more and more severe in Israel, in spite of the new technologies for reducing emission of pollutants. This is due to the high growth rate of the vehicles number and the lag in the development of traffic infrastructure. As a result, economical damages are caused in addition to the direct and indirect health damages.
The objectives of the research work are to develop a tool for economic estimates related to various aspects of alternative transportation systems of a metropolis in particular for scenarios of public transportation, and performing such estimates for comparison between different alternative and the existing situation in Tel Aviv.
The economical estimates will be based on analyses of changes in trip patterns in response to the alternative transportation systems, estimates of total emissions from the vehicles and the resulting economic and epidemiological damages, and consideration of energy and time savings. In the research work, use will be made of updated emission coefficients from passenger cars in Israel, which are determined now within the framework of another project supported by the Ministry of the environment. On the basis of these coefficients, an estimate will be performed of the total pollutants inventories caused by the traffic, by an appropriate computer code, and for several scenarios of transportation systems and inspection/maintenance methods. Economical estimates will then be carried out to assess the resulting damages to human health and property (buildings, roads, etc.), taking into account savings of energy and time. These estimates will be used to obtain cost - effectiveness comparison between the various alternatives, in order aid in policy making in this important field.
